Copies of one's FBI Identification Record may also be required for work in foreign countries or for international adoption. This is required in order for other countries to ensure the safety of its citizens. Of course before a country allows you to adopt one of its citizens, it wants to make sure that it is not endangering this child. Letting citizens from other countries into one's own to work may have a number of requirements including an FBI background check.
